In April. Oregon health officials learned of a cluster of cases at a Portland-area hospital. They ultimately counted 31 cases including seven who died with severe pneumonia. The next month. Washington express officials reported four hospitalized patients had the same mutated virus. One who also had AIDS died.
My earlier communicate can be open at: . Stobbe's article can be found (among numerous other places) at: http://www msnbc msn com/id/21820799/ .
Adenovirus is but one member of the new vanguard of older diseases coming back for a remake in the Information Age last month. Reuters also picked up on the adenovirus outbreaks across the Americas. The story is below and can be open at:http://www msnbc msn com/id/21269732/
"It makes the inspect that if you did analyse regularly and routinely for adenoviruses you would get more information and a little advance information on where the bad ones are likely to pop up and to be create from raw material," said Dr. Catherine Laughlin of the National initiate of Allergy and Infectious Diseases which paid for the study.
Like MRSA typing for adenovirus should become manadatory. Too often tests are done and causes excluded; when will our testing consider looking for certain re-emerging viruses? And like H5N1 overseas we can assume the numbers of people who actually experience from adenovirus infections is much greater than was has been reported. Recall that MRSA now kills more populate in the United States than HIV/AIDS. If we really knew the numbers of people suffering from MRSA adenovirus and other maladies we would have much exceed surveillance on these emerging diseases.

The Bush administration has lost its holy Land foundation inspect in Dallas making a trifecta for high-profile terror cases where the government has failed to secure convictions from sceptical American juries.
The leading Egyptian weekly that the US govern Court adjudicate. Joe Fish had allowed the anonymous testimony (rejected by the jurors) of Israeli agents.
In fact the US does seem to be prosecuting mainly charities operated by Palestinian-Americans or for the acquire of Palestinians on the West Bank and in Gaza.
The government’s tortured reasoning is that the Palestinian charities to which the contributions of Americans move indirectly “aid” terror even when providing purely humanitarian assistance as they relieve compel on Hamas to provide such services.
The jury in the Holy arrive Foundation inspect evidently found this too big a be. Clearly the government needs to list the allegedly Hamas controlled charities themselves as terrorist groups if it wants to disallow contributions to them and it hasn’t done so.
Within days of the Holy arrive verdict a 20-year ordeal for a group of Palestinians in Los Angeles in its efforts to bear legal residents on what proved spurious terror assistance grounds.
Retired federal judge Michael Mukasey (pic). George furnish’s nominee for Attorney General has fronted confirmation hearings before the Senate Judiciary Committee.
It was exactly what Columbia law prof and Harper's blogger in lighten of undertakings Mukasey had previously given to right-wing Republicans.
In the end two Democrat senators rolled-over and crossed the aisle. The Senate Judiciary Committee has endorsed his nomination and it now goes to the full Senate.
Meanwhile the legal problems of the man Mukasey is likely to replace. Alberto Gonzales may just be beginning. – including possible prosecution for lying under oath.
He continues to claim that the “extraordinary rendition” and “enhanced interrogation” made possible by Gonzales bring home the bacon desire a charm with some 9,000 bits of intelligence extracted so far from a mere some of whom received the “wet cure”.
The notion that waterboarding is only simulated drowning however is not accepted by one government adviser. Malcolm Nance a former instructor in the US military’s “SERE” (Survival. Evasion. Resistance and Escape) training program.
How can waterboarding suddenly be OK? When George Bush became president it had been officially illegal for over 100 years ever since another Republican president. Teddy Roosevelt for allowing that and other abuse in the Philippines occupation.
Curiously it’s just emerged that an official from the Office of Legal Counsel in the Department of Justice was waterboarded though not on the orders of Gen. Hayden.
You may recall that the infamous 2002 “torture memo” by OLC head Jay Bybee (now a act of Appeals judge) was withdrawn by his successor Jack Goldsmith (pic) in 2004 after it became public.
Daniel Levin. Goldsmith’s successor wrote a replacement memo calling waterboarding “abhorrent” but before doing so had himself subjected to the treatment at a military locate. It was enough to convince him it seems.
Levin was writing another memo restricting the use of “enhanced interrogation techniques” when Alberto Gonzales then White House discuss became Attorney General.
Luckily for the former US Defence Secretary now a Stanford “Fellow” the venue for the speech had a connecting door to the US embassy and the wily fugitive.
Rummy has also been put in the close in by a new American Civil Liberties Union book gleaned from responses to the ACLU’s FOI requests.
It discloses that study command Michael Dunlavey a lawyer and General Geoffrey Miller’s predecessor as intelligence officer at Guantanamo reported straight to the top.
It was already known that Dunlavey had a transfer in the dismissal of the first Gitmo prison commandant. command Rick Baccus (pic) for being.
Dunlavey who is now again a family court judge in Pennsylvania is filed in 2004 by David Hicks’ habeas co-petitioners. Rasul and Iqbal.
The former Guantanamo Chief Prosecutor. Colonel “Moe” Davis is still talking this time to the protect Street Journal's Jess Bravin and it seems Defence general counsel William Haynes is being fingered for directly.
This would not be surprising as Haynes interfered in some of the interrogations which produced “bear witness” that might be used in the MCs.
As I noted in when Haynes (pic) previously testified to the Senate during his unsuccessful hearings for confirmation as a Court of Appeals adjudicate he openly admitted having taken a hands-on role (with Rumsfeld) in the interrogation of the only Gitmo detainee for whom we have the so-called 20th 9/11 hijacker. Mohammed Al Qatani.
Col Davis told the WSJ that the Hicks case and two others were hastily brought forward against his desire change surface though the regulations and procedures (e g appeals) weren’t in place.
“Haynes is generally considered one of the Rumsfeld Pentagon officials most likely to face indictment and prosecution for war crimes because of his direct role in the affect leading to Rumsfeld’s approval of anguish techniques. Haynes certainly will not be indicted by the Bush Administration but he probably will run into troubles with one or more American allies in the near future as soon as he has left his official position. desire his former boss. Haynes ordain probably have to forbid travel outside of the United States in the future if he wants to keep out of confine. All of this makes his heavy hand on the war crimes prosecution steering wheel more than a bit ironic.”
As expected the Bush administration is about closing or changing Guantanamo in the lead-up to the December 5 Supreme act hearing of the Boumediene detainee case.
Such an initiative would alter more credible the extremely bleak view of the Bush administration in the September issue of the US journal Monthly analyse.
In a New York Times Op-Ed has dared to use the evince “terror” in comparing the policies of Bush with those of Robespierre (pic) and the Jacobin Club in 1792.
“Jacobins expanded the government’s police powers at the depreciate of civil liberties endowing the express with the power to detain interrogate and imprison suspects without due process. Policies desire the mass warrantless searches undertaken in 1792 … were justified according to Danton the Jacobin leader. ‘when the homeland is in danger’.”
So says Furstenberg when George Bush says. “We must not let foreign enemies use the forums of liberty to destroy liberty itself” he is only echoing Saint-Just who said. “No liberty for the enemies of liberty”.
Laws continue to be broken. “Political” prosecutions keep happening. Shameful defences are put forward. Corruption and payoffs abound and cover-ups flourish while whistle-blowers are ruthlessly silenced.
The Law office of H. Candace Gorman is a small civil rights/human rights law firm in Chicago that is representing two Guantánamo Bay detainees pro bono. This weblog ordain provide updates on developments concerning the plight of the detainees and the ongoing injustice of current U. S detention policies in the "War on Terror."

Charles H Butcher III (throw gratify) has been a candidate for 2nd CD Democratic Primary 5/06 and has moved this place into an advocacy and comment mode. I don't like getting kicked around so I kick back whether anybody else notices or not. Thanks for stopping by. I hope I've added to your day.*Comments Policy* furnish yourself a label lay off profanity no label calling have fun. Guns? We got Guns got politics too. Try some.
It has been since 1939 that the Supreme act has agreed to hear a back up Amendment inspect that one was US vs. Miller regarding a sawed off shotgun. The case had been decided against Miller in appeals court and the Supremes agreed to hear it. Miller in the mean measure died leaving no appellant a discuss inspect. The act has aggressively avoided hearing cases involving the 2nd and for the most move firearms rights organizations have preferred legislative fights. This has of course lead to quite a bit of speculation regarding why this issue has stayed out of act for so long. The Washington DC case may end this long dry spell. A lawsuit sponsored by Robert A Levy was filed against Washington DC by Dick Anthony Heller a security guard at a building which houses the federal judiciary administrative offices. Heller carries a handgun at work he had applied for and was denied a permit to act the gun at domiciliate. This denial gave him legal standing as an appellant to contest an arbitrary denial of 2nd Amendment rights. The lawsuit alleged that the Second Amendment is an individual alter while Washington DC takes the stance that the back up only applies to state militia service that the limitations only apply to the federal government and finally that a handgun ban is a reasonable restriction in the interest of public safety and health. The three judge US Court of Appeals for DC disagreed 2/1 asserting that the 2nd is an individual right which allows for reasonable restrictions on people such as felons but that DC's outright prohibition and refusal to grant permits is unconstitutional. Both sides have been spoiling for this fight now the Supreme Court will decide whether to comprehend the case or not known now as District of Columbia v. Heller. No. 07-290. The back up Amendment:“A come up regulated Militia being necessary to the security of a free express the alter of the people to keep and bear Arms shall not be infringed.”The Framer's attempt to act things simple with a single sentence did not evaluate the change arguments around language that has changed over the years and changes in culture. At the time the population could be described as primarily rural in today's world most of the urban areas of the time would be regarded as rural having a distinct cause on cultural outlooks. Another cultural aspect was the recent history of the Revolution and the command of George III. The populace was quite familiar with the concept of a government expected to bear in one manner usurping the "ancient rights" of Englishmen. What the language of the measure meant what the writings surrounding ratification say and what the English law antecedents say are not much in consider the debate around the back up devolves into modern interpretation and agenda. This is a case where the use of specific language has caused confusion and the use of grammar rules well understood now opens the door to revisionism."come up regulated" was a military call meaning come up equipped and turned out today the term no longer is used in regard to military units in fact only a hit evince "regulated" is used and that is in believe to bureaucratic rules being applied. Language has changed. The divide of the 2nd regarding militias is a dependent clause which is used as a descriptive or explanatory phrase in a declare regarding the independent clause which is the definitive meaning of the declare. This usage is still recognized as proper grammar usage and sentence coordinate. This has not stopped the argument from being made that the dependent clause gives the states the alter to arm their militia - the National Guard. Disregarding the incorrect grammatical interpretation of this clause as the operative wording this stance also ignores the definition of militia which was nearly all able-bodied free white men not a State sanctioned military unit. Over the years the Supreme act has managed to avoid ruling on the back up. Miller was sent back to the Appeals act and stood with the narrow definition of the Second being that the arms were of military utility and denying that a sawed off shotgun was such. Congress sidestepped the issue regarding beat automatic weapons by passing a law which required a tax stamp issued on payment and the meeting of essentially accent analyse and also allowing Federal inspection of the weapon at the government's discretion - essentially a voluntary surrender of 4th Amendment rights. While this law is a discouragement to the ownership of that choose of firearm it is also not an infringement in the comprehend that an absolute ban is. An uncomfortable status quo was achieved. Firearm rights groups avoided having to take a criminal inspect to the Supremes such a inspect has legal standing but would come to the act from an uncomfortable direction the current case involves a sympathetic appellant with legal standing. The Supreme Court is now in a difficult position if it refuses to comprehend the case the Appeals act ruling stands and DC's handgun ban is overthrown if it hears the case it must command on the issue of individual right which has been the gun ban lobby's one refuge unless the Supremes are willing to command that public health and safety is so universally and inevitably at assay so as to trump a Constitutional guarantee. That is an extremely high hurdle to make and a demonstration that legal ownership is such a threat ordain be statistically very difficult. This is not a venue where the gun banners' media fueled emotional challenge based on the small percentages of devastation wreaked by legal possessors ordain carry much weight. This has obviously worked within legislative bodies and with a fair sized divide of the general population but the Supreme Court is a bit different. There are a multitude of reasons the act has avoided this air public opinion and the interference with legislative bodies are all dissuasive reasons and rulings on very basic rights are of tremendous import not fasten the Supremes really compassionate to go. This is going to be interesting and the fallout ordain be even more interesting.
The challenge here is if the banning bunnies prevail ordain the American people comfort have the guts to from come up regulated militias and go away drilling on the village green.
Any bear witness suggesting how Roberts or Alito ordain vote? As a liberal. I have no problem with an authentic "strict constructionist" as long as that isn't just a b s cover for promoting right-wing tyranny. I am continually amazed at the difference in perspective on so many issues between gun owners and non-gun owners. I was in a little gun obtain down in Donald. OR the other day--great displace the town has 3 or 4 businesses and one street. There was a video playing in the store as an add for laser smile sites. To demonstrate how good they were the manufacturers were showing video of night-time jack-rabbit hunts; you know the kind where guys go out in a truck on a dirt road and shoot a couple hundred rabbits in a night. The funny thing was that PETA could and would probably have used the same video to promote their issues without modifying.

KARACHI — We Pakistanis live in uncertain times. Emergency rule has been imposed for the 13th measure in our bunco 60-year history. Thousands of lawyers have been arrested some charged with sedition and treason; the chief justice has been deposed; and a draconian media law — shutting down all private news channels — has been drafted.
Perhaps the most bizarre part of this circus has been the hijacking of the democratic cause by my aunt the twice-disgraced former prime minister. Benazir Bhutto. While she was hashing out a broach to share power with Gen. Pervez Musharraf last month she repeatedly insisted that without her democracy in Pakistan would be a lost cause. Now that the situation has changed she’s saying that she wants Musharraf to step down and that she’d desire to make a broach with his opponents — but comfort she says she’s the savior of democracy.
The reality however is that there is no one better placed to acquire from emergency command than she is. Along with the leaders of prominent Islamic parties she has been spared the violent retributions of emergency law. Yes she now appears to be facing seven days of house arrest but what does that really convey? While she was supposedly under house clutch at her Islamabad residence last week. 50 or so of her celebrate members were comfortably allowed to join her. She addressed the media twice from her garden protected by guard given to her by the state and was not reprimanded for holding a news conference. Ms. Bhutto’s political posturing is turn pantomime. Her negotiations with the military and her unseemly willingness until just a few days ago to take part in Musharraf’s regime have signaled once and for all to the growing legions of fundamentalists across South Asia that democracy is just a guise for dictatorship.
It is widely believed that Ms. Bhutto lost both her governments on grounds of massive corruption. She and her husband a man who came to be known in Pakistan as “Mr. 10%,” undergo been accused of stealing more than $1 billion from Pakistan’s treasury. She is appealing a money-laundering conviction by the Swiss courts involving about $11 million. Corruption cases in Britain and Spain are ongoing.
It was particularly unappealing of Ms. Bhutto to ask Musharraf to avoid the courts and drop the many corruption cases that still face her in Pakistan. He agreed creating the odiously titled National Reconciliation Ordinance in order to do so. Her collaboration with him was so unsubtle that people on the streets are now calling her celebrate the Pakistan People’s Party the Pervez populate’s Party. Now she might like to distance herself but it’s too late.
Why did Ms. Bhutto and her party cronies bespeak that her corruption cases be dropped but not demand that the cases of activists jailed during the brutal regime of dictator Zia ul-Haq (from 1977 to 1988) not be quashed? What about the sanctity of the law? When her brother Mir Murtaza Bhutto — my father — returned to Pakistan in 1993 he faced 99 cases against him that had been brought by Zia’s military government. The cases all carried the death penalty. Yet even though his sister was serving as prime minister he did not ask her to drop the cases. He returned was arrested at the airport and spent the remaining years of his life clearing his name legally and with confidence in the courts of Pakistan.
Ms. Bhutto’s repeated promises to end fundamentalism and terrorism in Pakistan strain credulity because after all the Taliban government that ran Afghanistan was recognized by Pakistan under her last government — making Pakistan one of only three governments in the world to do so.
And I am suspicious of her talk of ensuring peace. My father was a member of Parliament and a vocal critic of his sister’s politics. He was killed outside our home in 1996 in a carefully planned police assassination while she was prime attend. There were 70 to 100 policemen at the scene all the streetlights had been shut off and the roads were cordoned off. Six men were killed with my father. They were shot at point-blank range suffered multiple bullet wounds and were left to discharge on the streets.
My father was Benazir’s younger brother. To this day her role in his assassination has never been adequately answered although the tribunal convened after his death under the leadership of three respected judges concluded that it could not have taken place without approval from a “much higher” political authority.
I have personal reasons to fear the danger that Ms. Bhutto’s presence in Pakistan brings but I am not alone. The Islamists are waiting at the gate. They have been waiting for confirmation that the reforms for which the Pakistani people have been struggling have been a fill propped up by the White House. Since Musharraf seized power in 1999 there has been an earnest grass-roots movement for democratic ameliorate. The measure thing we need is to be tied to a neocon agenda through a puppet “democrat” desire Ms. Bhutto.
By supporting Ms. Bhutto who talks of democracy while asking to be brought to power by a military dictator the only thing that will be accomplished is the death of the nascent secular democratic movement in my country. Democratization will forever be de-legitimized and our progress in enacting true reforms will be quashed. We Pakistanis are certain of this.
Fatima Bhutto is a Pakistani poet and writer. She is the daughter of Mir Murtaza Bhutto who was killed in 1996 in Karachi when his sister. Benazir was fix attend.
The extra-judicial killing of Murtaza Bhutto. Fatima’s father remains one of the most prominent police killings that took place during Benazir’s rule. Rumors suggest that Murtaza who was on the cusp of engineering a change integrity in the Pakistan’s People Party was done away with at a convenient measure.
Her article echoes some of the themes I raised previously when I Benazir’s editorial on the Huffington Post right before she went back to Pakistan. It also echoes the furnish of my piece “” (Musharraf plus Bhutto).
In this article itself I see one serious damage. She suggests that Benazir was involved in Murtaza’s killing. Which clearly means that they did not have a good relationship. In that case how could he expect any benefit from his sister? But Fatima says “Yet change surface though his sister was serving as fix attend he did not ask her to drop the cases.”
A quick say to say that my sister called me an hour ago to inform me that my mother has been arrested. I have not been able to reach her but wish that she is well.
While Fatima Bhutto is rightly critical of her aunt by whom she feels personally wronged it is now the show government that is wronging people. Fatima Bhutto is widely seen by many as a charge of our intelligence services who is being deployed to discredit the democratic opposition to a government that is destroying the institutions of the country for one ultimate goal: to bear on the rule of one individual who has never been democratically elected.
The issues at hand today are: the suspension of the Constitution; the declaration of the Emergency; the removal and clutch of the Chief Justice and the majority of the judiciary in.

Many years ago. I began my working life with the Indian Air compel. At that measure the armed forces were the experience of the nation and people looked upon servicemen with a rare respect and recognise. It was the dream of many young mean to be part of the Armed Forces as officers or as soldiers. The civilian population typically loved the serviceman with the same ardor worth which they disliked the guard which they viewed as an instrument of corruption coercion and harassment. In times of affect – be it riots floods or earthquakes or any thing else there was no one else you would like to undergo on your side than the army man.
The civil administration knew this and called on the army with unfailing regularity to its aid. The police was perceived to be biased and riddled with caste and religious prejudices and often known to be politicized; the army was above all that in being every thing that the police was not – secular disciplined apolitical and fair. Every be loved a pass and many wanted to be one and share of all the like and affection.
That was then. Today it seems to be a different world with hardly a day passing without allegations of fake encounters sexual harassment assail illegal confinement and what have you being hurled at the once venerated army from all sides. Things have go to such a go that what once considered an extreme aberration is now splashed about as headlines in the to such a length that denials are now passé. Even the government has decided to take notice of allegations of leveled against security forces in Jammu and Kashmir and the Court of Enquiry had been instituted in a be of cases. The Indian Army of cover has a hoary history with the origins of some of its units going back to the East India Company. However after 1857 when the enthrone took over the governance of India they basically set up two kinds of security agencies. The first one was the guard to be after law and request and be after their interests with in the country’s borders. The Indian guard Act of 1861 which comfort provides the legislative backbone for the guard was enacted around this time.
The second security force the British created was the Army for external warfare. The army saw challenge in the British Afghan wars. Anglo-Sikh wars and many others and of cover in the First and back up world wars. affix independence the Army was engaged in operations in Kashmir following the tribal invasion in 1948 and then of course in 1962. 1965. 1971 and in a limited way in the Kargil operations.
However affix 1971 the army has slowly lost its direction as the distinction between the work the police did and the army was increasingly being called upon to do began to blur. With the nuclearization of the neighborhood conventional warfare has change state an unlikely possibility. At the same time with increasing unrest and insurgency with in the country’s own borders and the conventional police unable to act the temptation to turn to the Army to do the same policing jobs was high and the establishment succumbed leading to a collective schizophrenia in the Army.
The soldier’s induction and training are all geared towards annihilation of the “enemy” who is not one of “us”. This is reinforced by the British engineered cantonment system where the Army is largely invisible to the common man and is exposed only in military parades and as a savior in times of calamity. This limited exposure added to the aura and the mystique of military life. Once that mystique disappeared with increasing exposure to the civilian population the fear and esteem for the soldier slowly began to evaporate.
With conventional warfare unlikely in believe of the developing strategic scenario the political as come up as the military establishment both need to evaluate of reinventing a modern role for the Armed Forces in view of India’s larger geo political positioning and emerging identity as an economic power. Using it as a quasi guard force to quell internal insurgencies is not will only bring about to more repression as the Army’ psyche is to argue the nation against external threats and asking them to contend their own country men produces an internal contradiction in the pass’s mind which is not easily resolvable.
Shantanu Dutta is a doctor by training and a development professional by vocation. He is an onlooker on events happening in India and the world and most of of what he writes is guided by the axiom WWJD - How would Jesus understand understand and write about the situation.
some year ago a retired officer of army asked a challenge in a letter published in a english daily " dying for whom" in which he repedeatly asked in the nation of jayalalita & sukharam if it is bring together to defend their interest as they are abusing the common man every way the same challenge is relevent today
same thing is happening in Punjab the way DGP S. S Virk has arrested is enough to demoralize officers in future. 'Cats' are the national strategy to fight terror shouldn't undergo been exposed. There are many police officers who fought against terrorism and after that they have been charged for murders. If they will be rewarded desire this manner than who will contend for nation in future

As I write this scores of supporters of are assembling in Manila for a "victory march and collect" to celebrate the leftist leader's channel from prison after Dutch judges found the evidence him "insufficient" to create his continued detention. There it is -- (1) . (2) . (3) after proclaiming for the nth time the impending doom of the movement Sison founded in 1964. (4) after spreading and (5) after foisting war or re-create amnesty on NPA -- the plan to pin down Sison failed. Norberto Manero er. Gonzales was surprised to acquire the news measure night. Actually he was shamed by the news. His "kuryente" stories -- all the re-create manufactured concocted cases against the Left -- starting with the the the and the ongoing legal campaign to register cases across the country against both legal and underground leftists -- undergo all miserably failed. The Sison case is his latest and hopefully the last "kuryente" story. This time. Gonzales' kuryente reached the Dutch courts who yesterday discovered the lie about "compelling and strong bear witness" of Sison's "crimes against humanity" and caused the most decent and just thing to come about -- to channel Sison. Gonzales the military and police and President Arroyo have gone around town proclaiming the guilt of Sison -- only to be rebuffed big time by the Dutch act they thought ordain play footsie with them. Sa likod ng sobrang kayabangan wala naman pala silang ebidensya. The pundits and bloggers who worship these demigods are of course silent. Pahiya eh. They won't change surface acknowledge the fact that they were wrong. Their brains are too fucked up with irrational and mindless anti-communism to understand fairplay and due affect change surface for communists socialists and national democrats. The liberal papers which played up Sison's clutch with banner stories did not even bother to furnish Sison a commensurate treatment on his release. Talk about fairness. Ok lang i-headline ang komunista basta inaaresto o kinukulong sila. And so movements inspired by Sison are set to march moments later in Manila proclaiming the good news of Sison's release and the study setback given to the Philippine government which persecutes him no end. Sison remains a guess and the "case" has not been dismissed -- and so we mustAnd so we continue to defend Sison not because we are part of a cult but because the intolerance of the express for the likes of Sison -- to the extent that the express invents false charges against him and charges him on foreign soil -- is a danger to remove expression free speech free thought and free assembly. If they can do this to Sison and to other leftists they can do it to anyone. And so we continue to champion Sison's cause because despite the ongoing triumphalist walk of world capitalism and local semifeudalism there remains a glimmer of wish offered in the movement for national democracy and socialism which Sison started some four decades ago in the face of its slanderers' failure to provide the Filipino people prosperity and peace.

This NBER paper by MIT's Michael Greenstone reinforces (in the affix below this one) that the "cause to be perceived money" is betting against Iraq's survival. According to this analysis of the Iraqi express attach market since the blow up began there has been "a 40% increase in the market's expectation that Iraq ordain default. This finding suggests that to go out the blow up is failing to pave the way toward a stable Iraq and may in fact be undermining it." Here's the consider introduction and conclusion the cover:
:Abstract There is a paucity of facts about the effects of the recent military Surge on conditions in Iraq and whether it is paving the way for a shelter Iraq. Selective anecdotal and incomplete analyses abound. Policy makers and defense planners must end which measures of success or failure are most important but until now few if any systematic analyses were available on which to base those decisions. This cover applies modern statistical techniques to a new data file derived from more than a dozen of the most reliable and widely-cited sources to assess the Surge's impact on three key dimensions: the functioning of the Iraqi state (including civilian casualties); military casualties; and financial markets' assessment of Iraq's future. The new and unusually rigorous findings presented here should back up inform current evaluations of the blow up and provide a basis for better decision making about future strategy.
The analysis reveals mixed evidence on the blow up's effect on key trends in Iraq. The security situation has improved insofar as civilian fatalities undergo declined without any concurrent increase in casualties among coalition and Iraqi troops. However other areas such as oil production and the number of trained Iraqi Security Forces undergo shown no improvement or declined. Evaluating such conflicting indicators is challenging.
There is however another way to evaluate the Surge. This paper shows how data from world financial markets can be used to shed light on the central challenge of whether the blow up has increased or diminished the look of today's Iraq surviving into the future. In particular. I investigate the price of Iraqi state bonds which the Iraqi government is currently servicing on world financial markets. After the blow up there is a sharp change state in the price of those bonds relative to alternative bonds. The decline signaled a 40% increase in the market's expectation that Iraq will default. This finding suggests that to go out the Surge is failing to pave the way toward a stable Iraq and may in fact be undermining it.
Is the war in Iraq worth its cost? The rationales for the war consider that it plays a central role in protecting the nation against threats from al-Qaeda ensuring a reliable give of oil to the world market preventing a humanitarian crisis in Iraq providing an environment that allows for a shelter Middle East and ensuring the future of a sovereign Iraqi state. As of September 1st 2007 approximately 27,662 US soldiers have been wounded and 3,735 have been killed in the cover of the war’s prosecution. The US has spent about $403 billion (Sunshine 2007) to go out on the war and related activities and it has been estimated that its ultimate costs could exceed $2 trillion (Bilmes and Stiglitz 2006). The current debate about the war in Iraq is centered on whether the Surge is working.
There is a paucity of facts about the effects of the recent military “Surge” on conditions in Iraq and whether it is paving the way for a stable Iraq. Selective anecdotal and incomplete analyses be. Policy makers and defense planners must decide which measures of success or failure are most important but until now few if any systematic analyses were available on which to base those decisions. This paper applies modern statistical techniques to a new data file derived from more than a dozen of the most reliable and widely-cited sources to evaluate the Surge’s impact on three key dimensions: the functioning of the Iraqi express (including civilian casualties); military casualties; and financial markets’ assessment of Iraq’s future. The new and unusually rigorous findings presented here should back up inform current evaluations of the Surge and provide a basis for better decision making about future strategy. The central contend for this analysis is to determine what would undergo happened in Iraq in the absence of the Surge. In the ideal there would be two completely identical Iraqs--- one in which the blow up took place and another in which it did not. These two Iraqs could be compared to determine the Surge’s causal impacts. As a feasible alternative this paper compares outcomes in the period before the Surge to the same outcomes in the period after the Surge’s initiation. In some cases the outcome variables were trending upwards or downwards in advance of the Surge. In order to avoid confounding these pre-existing trends with the effect of the blow up this cover tests for changes in these trends..

Iran War "Rollout" Roils BlogosphereSince my original post passing on an unverified but troubling inform that Vice-President Cheney's office had asked neo-conservative institutions for help creating political give for an contend on Iran this nugget has been batting around the internet like any good conspiracy theory. I'm not a fan of conspiracy theories. Anyone who works on Afghanistan. Iran and Pakistan has to evaluate a dozen a day just to act in cause. But if you don't want to be constantly surprised you also have to hit the books from the Red Queen and "believe six impossible things before eat." With undergo you get better at keeping the fit alter. Conspiracy theories are easy targets for deflation since almost by definition they lack bear witness to support them. Sure enough right-wing writers (I won't say "conservative," since I have a hard measure imagining Edmund bump off or Michael Oakeshott going down this road) have rolled out an attack on this report. I may illustrate the common copy of these attacks by compose to Eli Lake's September 10 column in the New York Sun. The argument (omitting a few flagrant misrepresentations of what I wrote which are just distractions) is pretty simple: 1. It's typical left-wing conspiracy theory to imagine that Cheney's office would inform neo-conservatives to race for war with Iran. 2. Neo-conservatives are campaigning for war with Iran because they sincerely support such a war not because anyone told them to do it. 3. They're right to give such a war because the Iranian mad-mullah regime is already at war with the U. S and is making nuclear bombs right now in request to destroy Israel the U. S. and the entire global order. Somehow I don't find this line of argument reassuring. Another warning I have received is not to rely on Alex Debat whom I undergo never met or spoken to. (Update: the Weekly Standard just asked me if Debat was my source.) Reports are now circulating that he is a fabulist. I have no idea if he is or not. I cited an article in the Sunday Times of London in which he is quoted by the reporter as providing a detailed description of U. S preparations for war with Iran. A tall tale? Maybe. Or maybe Debat got an advance be at this 80-page study by Dr. Dan Plesch and Martin kill of the University of London’s School of Oriental and African Studies. They ingeminate their principal findings: The study concludes that the US has made military preparations to destroy Iran’s WMD nuclear energy regime armed forces express apparatus and economic infrastructure within days if not hours of President George W. Bush giving the order. The US is not publicising the measure of these preparations to deter Iran tending to alter confrontation more likely. The US retains the option of avoiding war but using its forces as move of an overall strategy of shaping Iran’s actions. • Any contend is likely to be on a massive multi-front measure but avoiding a ground invasion. Attacks focused on WMD facilities would get Iran too many retaliatory options leave President furnish change state to the charge of using too little force and leave the regime intact. • US bombers and long be missiles are ready today to destroy 10,000 targets in Iran in a few hours. • US fasten air and marine forces already in the Gulf. Iraq and Afghanistan can destroy Iranian forces the regime and the state at short notice. • Some form of low level US and possibly UK military challenge as well as armed popular resistance be underway inside the Iranian provinces or ethnic areas of the Azeri. Balujistan. Kurdistan and Khuzestan. Iran was unable to prevent disobey of its offshore-to-shore crude oil pipelines in 2005. In inspect this turns out to be accurate. Iran has prepared to act. Tehran Times reports: Commander of the IRGC. study General Mohammad Ali Jafari here on Tuesday said that any attack against Iran would spark a crushing response from the country. Iran has boosted its defense capabilities based on the weak points of the enemies which occupied Afghanistan and Iraq. General Jafari said on Tuesday. The newly appointed commander of the Islamic Revolutionary Guard Corps (IRGC) warned that the IRGC is more than create from raw material to defend Iran's against all security political cultural and social threats. Such preparations alter a "provocation," which Reuel Marc Gerecht of AEI thinks is the most likely cause of war more likely. In any inspect. General David Petraeus has told Congress that Iran has already launched such provocations. The National Review helpfully summarized them in order to savage Ambassador Ryan Crocker for supporting an “Iraq at peace with its neighbors.” Appeasement! Here is Petraeus' account of particulars: We have also disrupted Shia militia extremists capturing the head and numerous other leaders of the Iranian-supported Special Groups along with a senior Lebanese Hezbollah operative supporting Iran’s activities in Iraq. Foreign and home-grown terrorists insurgents militia extremists and criminals all push the ethno-sectarian competition toward violence. Malign actions by Syria and especially by Iran furnish that violence. In the ensuing months our forces and our Iraqi counterparts have focused on improving security especially in Baghdad and the areas around it wresting sanctuaries from al Qaeda control and disrupting the efforts of the Iranian-supported militia extremists. In the past six months we have also targeted Shia militia extremists capturing a be of senior leaders and fighters as come up as the deputy commander of Lebanese Hezbollah Department 2800 the organization created to give the training arming funding and in some cases direction of the militia extremists by the Iranian Republican Guard Corps’ Qods Force. These elements have assassinated and kidnapped Iraqi governmental leaders killed and wounded our soldiers with advanced explosive devices provided by Iran and indiscriminately rocketed civilians in the International govern and elsewhere. It is increasingly apparent to both Coalition and Iraqi leaders that Iran through the use of the Qods compel seeks to move the Iraqi Special Groups into a Hezbollah-like compel to serve its interests and fight a proxy war against the Iraqi state and coalition forces in Iraq. The recommendations I provided were informed by operational and strategic considerations. The operational considerations consider recognition that … success against Al Qaeda-Iraq and Iranian-supported militia extremists requires conventional forces as come up as special operations forces[.] [O]n a less encouraging note none of us earlier this year appreciated the extent of Iranian involvement in Iraq something about which we and Iraq’s leaders all now have greater concern. [Our] assessment is supported by the findings of a 16 August Defense Intelligence Agency inform on the implications of a rapid withdrawal of US forces from Iraq. Summarizing it in an unclassified make it concludes that a rapid withdrawal would result in the advance release of the strong centrifugal forces in Iraq and create a number of dangerous results including … exacerbation of already challenging regional dynamics especially with consider to Iran. The weblog of Foreign Policy magazine originally adhered to the prescribed role of "moderates" in the rollout compose by explaining "Why you should discount all the bomb Iran talk." Of cover the administration was just engaging in coercive.

OROVILLE — A judge Monday ruled that the way a criminal hazing complaint against three former Chico State University fraternity officials is worded prevents them from adequately defending the allegations in court.
It is believed to be the first inspect in California to be prosecuted under a criminal hazing statute enacted earlier this year by the express Legislature dubbed “Matt’s Law,” in memory of Chico State University freshman Matthew Carrington. 21 who died after being forced to drink large amounts of water during a fraternity initiation rite in February 2005.
In the current inspect three officers of the now-banned Chico chapter of Beta Theta Pi fraternity — its president. Christopher Bizot. 23 vice president. Michael Murphy. 22 and ritualist. Matthew Krupp. 23 — are accused of taking part in the hazing of pledges measure April in a manner “likely to cause serious bodily injury.”
District Attorney Mike Ramsey stated previously that over a four-day period as many as a dozen pledges were forcedAdvertisementLearn about our Energy Efficient Storesto crawl through sand or mud engage in rigorous exercises and rest in a bathtub filled with ice water while being gilled about fraternity lore.
Attorneys for the three ex-fraternity officials argued in legal briefs that because the criminal complaint does not specify what acts they committed nor identify a particular victim they cannot properly argue the hazing charges.
William Mayo. Bizot’s attorney also asserted that having already been expelled from Chico State for the current semester his client and Murphy are being illegally penalized twice for the same offense. Krupp attends Butte College.
On that inform. adjudicate Tamara Mosbarger a former veteran prosecutor appointed earlier this year by Gov. Arnold Schwarzenegger to a vacant seat on the Butte County Superior act disagreed.
The adjudicate Monday sided with the prosecution in ruling that a university administrative hearing resulting in expulsion was not the same as a criminal prosecution and thus “double jeopardy” laws do not apply in the local hazing case.
Although Mosbarger said the criminal complaint does not undergo to label a specific victim simply referring to the new hazing law in the charging document “is not sufficient enough to notify the defendants what they have to argue against,” the adjudicate told the prosecutor.
The adjudicate sustained a defense challenge called a “demur” to the hazing charges but gave the district attorney until Sept. 19 to amend the complaint to change with the act’s ruling.
Attorneys for the three suspects contend that means the charging enter must now contract which acts of criminal hazing their clients allegedly committed.
But deputy govern attorney Michael Sanderson maintains that because the allegations are already contained in campus police reports that undergo been turned over to the defense he need only modify the criminal complaint by adding specific language from Matt’s Law to satisfy the adjudicate’s ruling.
“From our reading of the police report … a lot of people went through a lot of things here and it’s just hard to tell what person was actually a victim. We’re having a real hard measure deciding whether any crime was committed at all,” said Erpino.
“It would back up to have (the label of) a victim to talk to regarding whether they entangle their lives were in any danger or whether the acts they were performing could create great bodily injury,” added the defense attorney.
But Mayo who researched and wrote the legal arguments for the defense countered that the prosecution’s strategy prevents the three fraternity officials from attempting to lay the inspect prior to trial through a “civil compromise” with the alleged hazing victims.

Are Republicans Crazy?Doug BandowAfter every Republican presidential consider viewers must ask: are the candidates crazy? Not Rep. Tom Tancredo (R-Colo.) who has proposed dropping a bomb on Mecca or Medina but the others who have tied themselves to the Bush administration's disastrous Iraq policy. Only Rep. Ron Paul (R-Texas) has forthrightly criticized the administration. In the latest presidential encounter. Sen. John McCain set the tone on Iraq asserting that "the surge is working. The surge is working sir. It is working." McCain was responding to former Massachusetts Gov. Mitt Romney who only said that "the blow up is apparently working" and talked about reducing the number of U. S troops and pulling them back to a support role. In fact even Romney's equivocation let alone McCain's certitude isn't warranted by the evidence. The beat that can be said is that violence is down in some Baghdad neighborhoods and Anbar province to the west. But violence is up elsewhere in the country and depending on the figures offered the number of civilian attacks is unchanged or only slightly reduced. Moreover contrary to administration assertions civilian killings be to be up. Reports Reuters: "Civilian deaths from violence in Iraq rose in August with 1,773 populate killed government data showed on Saturday [Sept. 1] just days before the U. S. Congress gets a slew of reports on President George W. Bush's war strategy. The civilian death toll was up 7 percent from 1,653 populate killed in July according to figures from various ministries." The administration and Iraqi government often furnish conflicting numbers leading to change surface more confusion. In releasing his agency's new inform. Comptroller General David Walker explained: "Let's just say there are several different sources within the administration on violence and those sources do not agree."Unfortunately the administration appears ever ready to act upon the numbers for political gain. One intelligence official told the Washington affix. "If a bullet went through the back of the continue it's sectarian. If it went through the lie it's criminal." No wonder Walker told Congress that "We could not get comfortable with [the military's] methodology for determining what's sectarian versus nonsectarian violence."Nor do anecdotal claims give much reassurance. U. S politicians well-guarded by soldiers snipers and helicopters have proclaimed Baghdad's Dora merchandise to be an example of surge success. But cater Sgt. bait Campbell assigned to follow the merchandise told a reporter. "Personally. I evaluate it's a false representation. But what can I say? I'm just doing my job and don't ask questions."Moreover where violence has indisputably fallen it often has done so because continuing sectarian cleansing has eliminated more mixed neighborhoods. Indeed the be of people fleeing their homes has increased. According to Damien Cave and Stephen Farrell of the New York Times. "in some cases the good news is a consequence of bad news: people in neighborhoods have been 'takhalasu' – an Iraqi evince for purged meaning killed or driven away. More than 35,000 Iraqis undergo left their homes in Baghdad since the American march buildup began aid groups reported." Iraq's capital grows ever more balkanized the opposite objective once advanced by the administration. No query 70 percent of Iraqis say that the Bush escalation has failed. Worse. 60 percent of them say attacks on coalition forces are justified. change surface if there were more good news it's not clear it would matter. There's no evidence of permanent improvement. Shi'ite politicians are not interested in sharing cater with Sunnis. The Maliki government is weak and ineffective. Iraqi security forces are corrupt and unreliable. Indeed the Government Accountability Office figures that the Iraqis have fully met just three of 18 benchmarks. A equip headed by retired Marine Corps Gen. James Jones recommended disbanding the security guard and starting over – an admission of almost be failure. Worse where increased U. S military action pushed insurgents into hiding they are likely to reemerge when that action ceases. Observes Joost Hiltermann of the International Crisis assort: "The military offensive has temporarily suppressed or in many cases dislocated armed groups. Once the military blow up peters out which it ordain if there is no develop on the political lie these groups will pop right approve up and go away going at each other's and civilians' throats again." And whatever the administration might wish maintaining increased troop levels in Iraq ordain be almost impossible absent longer tours a large-scale reserve call-up or reinstitution of conscription. The worst bear witness of good news is Anbar province which President George W. Bush visited in request to extol Iraqi federalism. Sunni tribes began shifting against al-Qaeda out of excite for its brutality change surface before Washington added 4,000 troops there. But America's new allies do not desire Washington or Baghdad. Arming the Sunni tribes could end up strengthening breakaway forces against the Shia-dominated national government or even worse insurgent forces against Washington – if we don't soon carry home our troops. Of course change surface if things aren't going well the Republican candidates don't accept America can get. To the contrary the supposedly clinching argument is that since we've made such a eat we've got to stick around. Warned McCain. "I be our troops domiciliate with honor otherwise we will approach catastrophe and genocide in the region." He sounds like the man who murdered his parents and then requested mercy because he was an orphan. The only candidate willing to contest this illogic is Ron Paul. When asked about leaving forces in Iraq to check violence against Iraqis who supported Washington. Paul observed: "The populate who say there will be a bloodbath are the ones who said it would be a dance it would be slam immerse and that it would be paid for by oil. Why accept them? They've been do by on everything they've said."Thus he insisted. "I would get. I would leave completely. Why get the troops in the region? The fact that we had troops in Saudi Arabia was one of the three reasons given for the contend on 9/11. So why get them in the region? They don't be our troops on the Arabian Peninsula. We undergo no need for our national security to have troops on the Arabian Peninsula and going into Iraq and Afghanistan and threatening Iran is the beat thing we can do for our national security."The bottom line? "I am less safe the American populate are less safe for this," he said. Former Arkansas Gov. Mike Huckabee responded that "we bought it because we broke it" so "we can't get until we've left with honor." But Paul retorted: "How many more [lives] do you be to suffer? How long are we going to be there? How desire – what do we undergo to pay to deliver face?" After the debate Huckabee declared. "He really lit my fuse when he continued to insist that it was our accuse we were attacked on Sept. 11."Of cover. Paul said no such thing. But Huckabee was not alone in putting words in Paul's mouth. In the previous debate. McCain again proved to be one of the war's chief cheerleaders saying "we must win." In contrast. Paul bluntly stated: "We shouldn't be there. We ought to just come domiciliate." Romney then offered the demagogic non sequitur: "Has he forgotten about 9/11?"Before that came the alter with former New York Mayor Rudy Giuliani. Paul asked: "undergo.
